Why one beat is half an oscillation
The balance wheel swings back and forth, and each swing in either direction is one beat. A full oscillation, out and back, is therefore two beats. This is why converting BPH to hertz means dividing by 7,200 rather than 3,600, and it is the detail that trips people up.
So 28,800 beats per hour is 4 Hz: the balance completes four full oscillations every second, producing eight beats, which your ear hears as the familiar rapid ticking of a modern mechanical watch.
The seconds hand advances once per beat, so at 28,800 bph it moves in eight small steps per second. That is what people call a sweep. It is not continuous motion, it is just stepping fast enough that the eye reads it as smooth.
What a higher beat rate buys you
A faster balance is less disturbed by movement of the wrist, because each swing carries more energy relative to the shock. That makes the rate more stable in real wearing conditions, which is the actual argument for high beat movements rather than any theoretical precision.
It also improves timing resolution, which matters for chronographs. A 36,000 bph movement like the Zenith El Primero can resolve a tenth of a second, because ten beats fit into each second. At 21,600 bph you cannot meaningfully time anything finer than about a sixth.
The cost is wear and power. A balance beating 36,000 times an hour goes through its oscillations far more often than one at 18,000, which means more friction at the pivots, higher demand on the lubricants and a shorter power reserve for the same mainspring. High beat movements historically had a reputation for needing more frequent service, though modern materials have narrowed that gap considerably.
Reading beat rate as an identification clue
Beat rate is useful when identifying an unfamiliar movement, because it narrows the field quickly. An 18,000 bph movement is almost certainly vintage or a deliberate homage. 21,600 suggests Seiko or a mid century Swiss caliber. 28,800 is the modern default across almost every manufacturer.
It is also worth knowing that quartz watches usually tick once per second, which is why the stepped motion is so obvious. The exceptions are the high frequency quartz movements such as Grand Seiko's 9F and Citizen's Chronomaster, and Seiko's Spring Drive, whose seconds hand genuinely glides rather than stepping at all.
If a seller describes a watch as having a smooth sweep, it is worth clarifying what they mean. A genuine mechanical sweep still steps; only Spring Drive is truly continuous. Fake watches often use a cheap quartz movement with a stuttering pseudo sweep that looks wrong once you know what to compare it to.
